Job Summary

    The Senior Quantity Surveyor prepares all costs aspects of civil and building works on projects, from the inception to final account. To ensure all expenditure is kept to a minimum and all revenue is maximized as early as possible all without compromising Employer/Subcontractor relationship.

Job Responsibilities 1

Prepare, monitor, and update Cost Value Reconciliation (CVR) reports, cost forecasts, and cash flow projections on a monthly basis

Prepare accurate Bills of Quantities (BOQ) from drawings and specifications within project timelines

Conduct quantity take-offs for civil, structural, MEP, and all related  works

Obtain and expand knowledge base on all QS related matters related to specific projects. Through the

achievement of this all commercial and contractual matter.

Ensure to manage Client Site Instructions and Variation Orders.

Monitor project costs against budget and report variances to management

Ensure that Cash Flow and Budget Preparation including regular monitoring at least once per month.

Job Responsibilities 2

Ensure Contractual and Commercial Support and Correspondence “Letter Writing”.

Verify subcontractor and supplier Interim Payment Certificates (IPCs) against actual work completed, measured quantities, and site verification

Certify payment applications accurately and on schedule, ensuring correct application of retention and deductions

Conduct regular site visits to physically verify progress claimed by subcontractors against actual work completed

Coordinate with site/project teams to validate progress and resolve discrepancies between claimed and actual completion

Administer main and subcontract conditions (e.g., FIDIC or other standard forms), ensuring compliance with contractual obligations and timelines

Ensure that all Packages preparation and Tendering Procedures are conformed with, and correctly coordinated.

Ensure all changes to the scope of the works are accompanied by signed off Variation Orders and payment /

deduction is secured from the Client / Project Manager and Back to Back with the Main Contract.
Ensure timely contract close-out, including confirmation of deliverables, snagging, and outstanding commercial matters

Job Knowledge & Skills

  • Strong working knowledge of quantity surveying principles, measurement methods, and standards (e.g., POMI, NRM1/NRM2, CESMM) from an employer's/client's perspective
  • Sound understanding of construction methods, materials, and sequencing across civil, structural, MEP, and finishing works, sufficient to assess contractor claims critically
  • Working knowledge of standard forms of contract (e.g., FIDIC Red/Yellow/Silver Book) from the Employer's side — particularly clauses on payment, variations, extensions of time, claims, and dispute resolution
  • Understanding of cost planning and budgeting at feasibility, design, and construction stages
  • Knowledge of local market rates, material costs, and labor rates in Qatar/GCC to benchmark and validate contractor pricing
  • Familiarity with value engineering principles to identify cost-saving opportunities without compromising design intent or quality
  • Understanding of risk allocation, contingency management, and how commercial risk is reflected in contract pricing

  • Independent verification & scrutiny — ability to critically assess contractor-submitted BOQs, IPCs, variations, and EOT claims rather than accept them at face value
  • Cost control & reporting — ability to prepare and present clear cost reports, cash flow forecasts, and budget status updates to client stakeholders/management
  • Contract administration — ability to interpret contract clauses accurately and apply them consistently when assessing claims, variations, and payment certifications
  • Negotiation — ability to negotiate firmly with contractors on valuations, variations, and final accounts while maintaining a professional working relationship
  • Analytical & numerical accuracy — strong attention to detail in quantity take-offs, valuations, and financial calculations
  • Site-based verification — ability and willingness to conduct site visits to physically verify progress and quality against what is being claimed
  • Dispute avoidance/resolution — ability to identify potential claims or disputes early and manage them proactively to protect the client's interests
  • Stakeholder communication — ability to communicate commercial positions clearly to both the client (non-technical stakeholders) and the contractor
  • Decision-making under scrutiny — comfortable making and defending certification decisions that may be challenged by the contractor

  • Proficiency in cost management/estimation software (e.g., CCS Candy, CostX, Buildsoft)
  • Proficiency in Microsoft Excel for cost tracking, cash flow modeling, and reporting
  • Familiarity with planning software (e.g., Primavera P6) to cross-check progress claims against programme
  • Working knowledge of AutoCAD/Bluebeam for drawing review and measurement verification
  • Familiarity with document control/ERP systems for maintaining audit trails

Job Experience

  • Minimum 8–10 years' QS experience, including 3–5 years in a Senior QS role
  • Client-side, Employer's Representative, or PMC experience preferred
  • Proven experience certifying IPCs, reviewing variations/EOT claims, and managing final accounts from the Employer's side
  • Experience administering FIDIC (or equivalent) contracts from the Employer's perspective
  • GCC/Qatar experience preferred
  • Experience verifying contractor progress/quantities through site visits
