Job Summary

The HSE Manager supports the Executive Director, Project Director and/or Project Manager to establish safe working conditions and prevent adverse environmental situations. Oversees and ensures HSE programs are in compliance with the state, client and organizational regulations applicable and to design, implement, evaluate and improve policies and procedures to ensure high performance standards, environment, safe working conditions and client satisfaction. HSE Manager is considered as accident prevention manager in site.

Job Responsibilities 1

Leads the HSE management system compliance in the project, yard, and facility.

Manages health and safety team, management.

Ensures compliance with applicable health and safety and environmental regulation.

Works actively with department heads to achieve zero accident.

Ensures the internal audit is conducted in a timely manner.

Ensures training programme is maintained and followed.

Supports and advise the Project Management team in HSE related matters, and be a driving force in HSE improvement initiatives to achieve HSE objectives.

Job Responsibilities 2

Prepares project pre-start and construction master program and monitoring for implementation as per procedure.

Ensures to review, drive and evaluate on quarterly basis the HSE objectives by measuring actual to achieved targets.

Ensures that accident / incident are investigated and reviewed as per procedure and the technical method and reporting initial accident / incident report within maximum 24 hours and final accident investigation report or proper justification an any delay might occur.

Interprets and appropriately design HSE targets & requirements for the project described by the client such as project HSE plan to ensure project safety requirements are complied with.

Ensures the HS, CEMP plans including ERP plans are prepared and approved by the consultant within 30days of the start of the project including HSE objectives.

Ensures that project HSE (Health, safety and environmental) targets are met 100 %.

Job Knowledge & Skills

• Knowledge in Health, safety and Environmental management principles and processes.Knowledge in risk assessment and management principles and processes.Knowledge in construction practices across State of Qatar.Knowledge in ISO 45001, 14001 and 9001.Knowledge of international and local HSE legislation ( Legal and other Requirement).Knowledge in integrated management system.Strong experience in working with third party contractors to create a successful HSE programme.

• ERP knowledge preferably SAP functional skills are a requirement to be successful in this role.

Education

Bachelor's Degree in Engineering or Level 6 Diploma in OHS
Diploma in NEBOSH or Lead Auditor Certificates for ISO9001, ISO14001, ISO45001 & ISO22301
