Job Summary

The Procurement Officer assists the Senior Manager – Supply Chain in all matters concerning pharmacy purchases from the initiation of needs to placing orders with the suppliers to following up that all orders were received. Ensuring a proper flow of work within the purchasing team, on the day-to-day activities.

Job Responsibilities 1

Obtains and maintains appropriate knowledge an understanding of the Hospital and the Department of Pharmacy & Materials Management policies. This knowledge will include an overview of the department, the content of the department's policies & procedures, and other topics as determined by their supervisor.

Respects the purchase policies and procedures.

Works with the Chief Pharmacist & the Pharmaceutical and Therapeutic Committee in preparation of standard specifications for drugs & material submitted to competitive bids related to pharmacy department.

Analyses purchase requisition from the Pharmacy department, in terms of quantities, item need, as well as item description, and push into standardizing needs in coordination with the various committees in the hospitals, after approval of Pharmaceutical and Therapeutic Committee & the Senior Manager – Supply Chain.

Manages negotiations with the suppliers in coordination with Senior Manager – Supply Chain.

Job Responsibilities 2

Prepares contract documents.

Issues purchase orders after the approval of the Senior Manager – Supply Chain.

Supervises the filing process for all related requisitions, and purchase orders documents, manufacturers catalogues, as well as all related documents to pharmacy purchasing.

Follows up and solves any discrepancies between the PO and the invoices with the accounting department and the suppliers.

Participates in performance improvement activities.

Ensures good relations with employees.

Assists with new employee training.

• Experience in sourcing both pharmaceuticals, medical devices, and equipment.Experience of medical logistics and pharmaceutical supply chain systems.Successful experience in audit/assessments and the implementation of supply chain management improvements.Experience of program and project management approaches.Highly competent in value engineering and performance improvement.Strong negotiation skills, strong contractual and commercial competence.Specialist knowledge of end-to-end supply chain.Ability to provide fact-based advice and development of market and industry analysis.Has advanced and proven knowledge of procurement industry cost structures and drivers.General knowledge of applicable laws and regulations.Excellent problem solving and negotiation skills.Complexity of products and projects requires high quality project and program management skills and a proven ability to manage change both internally and externally.Proven track record of project delivery skills.

• ERP knowledge preferably SAP functional skills are a requirement to be successful in this role.
