Job Summary

The Procurement Quality Control Manager is responsible for overseeing and managing the compliance of contractual QA/QC processes within the procurement and supply chain management function of the organization. The role is critical in ensuring that the products or materials procured meet the required quality standards and specifications, ultimately contributing to the overall quality and performance of the organization's products or services.

Job Responsibilities 1

Ensure that the procurement process is in compliance with the Contract, procurement procedures and other relevant requirements by establishing and enforcing quality control procedures, protocols, and standards for incoming materials or products.

Ensure that all procured items adhere to relevant quality standards, industry regulations, and organizational specifications.

Oversee and manage inspection and testing procedures for incoming goods, working closely with quality inspectors and technicians.

Coordinate or perform tests and measurements using appropriate tools and equipment.

Lead efforts to identify, document, and address non-conforming products or materials.

Collaborate with suppliers to investigate and resolve quality issues, implementing corrective and preventive actions.

Maintain accurate and detailed records of quality inspections, test results, and compliance documentation.

Ensure that all quality-related documentation is organized, accessible, and up-to-date.

Identify potential quality risks within the supply chain and develop risk mitigation strategies.

Monitor and assess supplier performance in relation to quality, taking proactive measures to mitigate risks.

Work closely with procurement teams, engineering, and suppliers to ensure alignment on quality requirements and specifications. Review and inspect quality procedures of sub-vendors, Verify requisitions and purchase orders for compliance with contract requirements.

Job Responsibilities 2

Collaborate with cross-functional teams to address quality-related issues, improvements, and resolutions.

Promote a culture of continuous improvement within the procurement and quality control processes. Seek opportunities to enhance quality control procedures, increase efficiency, and reduce costs.

Provide training and guidance to procurement and supplier teams on quality control processes, best practices, and compliance requirements.

Balance quality assurance efforts with cost considerations, optimizing processes for cost-effectiveness while maintaining high-quality standards.

Coordinate for Quality Assessment of suppliers/manufacturer during pre-qualification processes by conducting physical surveys in liaison with the Client and Procurement team and closely collaborate with suppliers to develop their quality control capabilities, providing guidance, support, and training to improve their processes and meet quality standards.

Follow up with vendors for all quality documents like ITP, non-material requirements, and other applicable procedures and collaborate with the procurement team to select reliable suppliers that meet quality criteria.

Assess and evaluate potential suppliers based on their quality control processes, production capabilities, and compliance with quality standards.

Ensure that sufficient and effective inspection coverage of materials are availed at manufacturer facilities and required inspections (In-process and final inspections, throughout fabrication process) are carried out timely and evidences established.

 

Provide regular updates on procurement compliance to the Project's QA/QC manager and generate regular reports on quality performance, highlighting key metrics, trends, and areas for improvement.

Job Knowledge & Skills

In-depth knowledge of procurement processes, including supplier selection, negotiation, and contract management.

Familiarity with supply chain management principles, including logistics and inventory management.

Proficiency in quality control methodologies, techniques, and tools.

Experience in conducting quality inspections, audits, and assessments.

Strong problem-solving and root cause analysis skills.

Understanding of relevant industry standards, regulations, and quality compliance requirements.

Ability to ensure that procured materials and products meet applicable standards and certifications.

Job Experience

Minimum of 10 years in procurement quality control  

At least 8 years in a similar supervisory role

At least 3 years of GCC experience is preferred

Education
