Job Summary

The Protocol & Government Relations Manager leads the establishment and execution of all corporate protocol functions while managing the organization’s relationships with government bodies and official institutions. The role ensures seamless VIP engagements, regulatory coordination, and high-level official representation. It supports the Group’s strategic objectives through disciplined governance, diplomatic excellence, and institutional alignment within the Qatari regulatory and cultural environment.

Job Responsibilities 1

Strategic Leadership & Growth

 • Protocol Strategy Development: Design and implement the Group-wide protocol framework aligned with corporate growth and national standards.

• Institutional Positioning: Strengthen the Group’s strategic standing with government and sovereign entities through structured engagement.

 Stakeholder, Government & Board Relations

 • Government Liaison Management: Act as the primary interface with ministries, regulators, and official authorities on all protocol and institutional matters.

• Executive & Board Protocol: Manage high-level protocol for Board members and executives during official meetings, visits, and state-level engagements.

 Financial Performance & Capital Management

 • Budget Control: Prepare, manage, and optimize protocol and government relations budgets with strict cost discipline.

• Cost Optimization: Ensure high-quality service delivery while controlling protocol, hospitality, and official event expenditures.

 Business Development & Market Expansion

 Regulatory Enablement: Support business expansion through proactive government coordination for permits, licenses, and approvals.

• Strategic Partnerships: Facilitate institutional partnerships that enable project execution and market entry.

 Governance, Risk & Compliance

 • Regulatory Compliance: Ensure all protocol and government engagements fully comply with national laws and institutional requirements.

• Reputational Risk Management: Protect the Group’s standing through structured diplomatic engagement and confidentiality governance.

 Operational Excellence & Efficiency

 • VIP & Delegation Operations: Lead end-to-end planning and execution of official visits, dignitaries, and high-profile delegations.

• Cross-Functional Coordination: Align protocol execution with Security, Office Management, HR, Legal, and Corporate Affairs teams.

 Digital Transformation & Innovation

 Digital Protocol Systems: Implement digital tools for official correspondence tracking, visit management, and approvals governance.

• Process Automation: Drive automation of protocol workflows to improve response time and operational transparency.

Brand, Reputation & Communication

 • Corporate Image Protection: Safeguard the Group’s brand through flawless protocol execution and professional representation.

• Diplomatic Communication: Ensure all official communications reflect corporate values, national customs, and executive presence.

 Sustainability, ESG & Corporate Responsibility

 Responsible Representation: Embed ethical conduct, inclusivity, and national values in all government engagements.

• National Alignment: Support national development goals through responsible institutional and sovereign engagement.

 People, Culture & Organizational Leadership

 • Protocol Team Leadership: Build, manage, and develop a high-performing protocol team.

Job Knowledge & Skills

Government Relations Expertise: Deep understanding of Qatari government structure, ministries, and regulatory engagement processes.

Protocol & Diplomatic Practice: Advanced knowledge of ceremonial procedures, VIP protocol, and international etiquette.

Security & Risk Awareness: Strong understanding of VIP protection coordination, secure movement planning, and access control.

Executive Communication: High-impact bilingual communication (Arabic & English) at senior government and board levels.

Stakeholder Management: Proven ability to influence, align, and manage complex institutional relationships

Job Experience

Minimum 8–12 years of progressive experience in protocol, government relations, diplomacy, security coordination, or institutional affairs.

Proven experience working with ministries, regulators, embassies, or sovereign entities within Qatar or the GCC.

Experience managing high-level VIP visits, state delegations, and sensitive government engagements

Education
