Job Summary

Regulatory Affairs Specialist oversees and manages regulatory compliance across all phases of construction and infrastructure projects. The specialist will work closely with government authorities to obtain the necessary permits, licenses, and approvals, and will ensure all activities comply with Kazakhstan’s legal and regulatory framework.

Job Responsibilities 1

Ensure compliance of all company construction activities with Kazakhstani legislation, including the Law on Architecture, Urban Planning, and Construction, environmental, labor, industrial safety, and licensing laws.

Liaise with key regulatory bodies including:

GASK (State Architectural and Construction Control)

Ministry of Industry and Construction of the Republic of Kazakhstan

Committee for Environmental Regulation and Control

Sanitary and Epidemiological Services (SanEpid)

Ministry of Emergency Situations (fire safety, industrial safety)

Manage the preparation, submission, and tracking of:

Design approval documents

Construction permits

Commissioning documentation

Environmental Impact Assessments (EIA / ОВОС)

Technical conditions for utility connections

Job Responsibilities 2

Support project teams during inspections, audits, and evaluations conducted by regulatory authorities.

Monitor and analyze updates in local legislation, norms, standards, and regulations related to construction and project development (e.g., SN RK, ST RK, SanPiN, GOST, ISO).

Participate in internal audits to assess regulatory compliance and develop corrective action plans.

Maintain a regulatory database of licenses, permits, and certificates, ensuring renewals and deadlines are met.

Provide training and regulatory guidance to internal teams and subcontractors.

Additional Responsibilities 3

Job Knowledge & Skills

Familiarity with international standards (ISO 9001, ISO 14001, ISO 45001).

Experience in large-scale infrastructure or industrial projects.

Legal background or experience working with external consultants on permits and approvals.

Proactive and results-driven approach.

ERP knowledge preferably SAP functional skills 
are a requirement to be successful in this role

Job Experience

Minimum 5 years working experience, 3 years relevant working experience, 2 years GCC experience is a plus.
