Job Summary
The Certification / Regulatory Affairs Manager is responsible for managing all activities related to obtaining and maintaining necessary certifications, permits, licenses, and approvals for UCC Holding’s construction projects in Kazakhstan. This role ensures full compliance with national laws, technical regulations, and industry standards across various regulatory bodies, including the Ministry of Industry, Technical Inspection, Fire Safety, Environmental Protection, and others.
Job Responsibilities 1
Lead and manage the certification process for all construction materials, equipment, and project documentation in accordance with Kazakhstan’s regulatory requirements.
Liaise with governmental and non-governmental regulatory agencies to secure approvals and ensure ongoing compliance.
Prepare, submit, and follow up on technical files, conformity declarations, and product certificates (e.g., ST-KZ, GOST, EAC, fire safety, environmental compliance).
Track and renew all regulatory licenses and permits related to construction activities (e.g., sanitary-epidemiological conclusions, environmental impact assessments, etc.).
Support project teams in understanding and applying local certification and regulatory standards from design to completion.
Ensure that subcontractors and suppliers also meet certification and compliance requirements.
Stay up to date with changes in national and regional regulations affecting construction and materials use.
Manage audits and inspections by local authorities and certification bodies.
Develop internal policies, procedures, and training programs to maintain compliance culture.

Job Knowledge & Skills
Strong knowledge of Kazakh and Eurasian technical regulations, certification bodies, and procedures.
Familiarity with Kazakh construction norms (SN RK), international standards (ISO), and local environmental, fire, and labor safety requirements.
Proven ability to handle documentation, approvals, and liaison with state agencies.
Fluency in Russian and Kazakh (English is a plus).
ERP knowledge preferably SAP functional skills
are a requirement to be successful in this role

Minimum 8 years working experience, 5 years in a relevant supervisory position, 2 years GCC experience is a plus
