Job Summary

The role of the Senior Stakeholder Manager is responsible for leading and managing the overall plan of the project, and simultaneously obtaining approvals of the projects design in accordance with all the project stakeholders and manage their expectations. The incumbent will represent the project team externally with public authorities, regulators and third parties. He will provide meaningful advocacy and will lead the innovative and strategic approach to managing stakeholder risk. 

Job Responsibilities 1

This role will have full responsibility of the performance of regional teams, and delivery of agreed governance framework/processes. moreover, client support is expected for development and monitoring of various memorandum of understanding agreements.

Be able to clearly coordinate and manage the stakeholder and authorities’ requirements within the design team and similarly communicate the design team requirements and objectives with the specific statutory authority/stakeholders.

Be able to develop PR strategies to manage accounts, interface, communication plan to be used by the stakeholder team and managing stakeholder activities.

In charge of approaching and consulting with all concerned stakeholders.

Be able to plan and lead activities to secure stakeholders fulfilment and report regularly on status approvals and pending issues.

Create and maintain accurate lists of stakeholders in project areas. Collect, analyst, and document stakeholder feedback and interactions through the utilization of our digital stakeholder relations management tool.

Ownership and maintenance of the project at pmo level stakeholders & interfaces processes, procedures, and performance.

Well versed in the authority requirements in Qatar with a focus on infrastructure. Building project authority experience is desirable.

Have a detailed understanding of Authority processes, procedures and policies and ensure that these are adhered to during the design submission and review process.

Job Responsibilities 2

Monitor and report on the status of all submissions, meetings, phone calls and any other relevant authority engagement  Capability and willingness to manage, lead and mentor junior members of the stakeholder management team.

A broad technical understanding of infrastructure sub-disciplines (roads, wet utilities, dry utilities).

Playing a key role in effectively resolving the critical physical interface issues between the project objectives and existing utilities by facilitating effective working relationships between governmental or semi-governmental bodies (ministries, authorities, schools, municipality, water & electricity operators, telecom operators…)

Prepare/lead regular internal & external approvals/permits related communications, presentations, and summaries (arabic especially and english) review various stakeholders related reports in a timely manner.

Interrogate and understand the statutory approvals register at various project level(s) to feed into the plans and monthly report.

Assist the technical teams in reviewing the various development proposals across the project and ensuring that the land-ownership-rights has been fully identified / documented.

Job Knowledge & Skills

Fluency in written and verbal communication (English and Arabic).

Capable of reporting on authority liaison related matters via suitable channels (written reports, tabulated status tracker sheets).

Exceptional collaborator and relationship-building skills with the ability to develop strong working relationships across stakeholders internally and externally.

People management skills and line management experience.

Have knowledge and experience in dealing with the approval process for infrastructure and buildings projects with the specific statutory authority/stakeholder.

Have strong leadership qualities and a track record of delivery. Proven experience in innovation and process optimization.

Good time management ability and competence in prioritizing tasks and workload.

Proficient user of Microsoft Office software. The ability to use AutoCAD is preferable.

ERP knowledge, preferably SAP functional skills are a requirement to be successful in this role.

Able to perform at an advanced level of MS Suites

Strong interpersonal skills, including consultation, negotiation, facilitation, risk communication and conflict resolution.

Ability to listen, identify key issues, advise and maintain confidentiality.

Job Experience

Minimum 8 years working experience, 5 years in a relevant supervisory position, 2 years GCC experience is a plus
